The verdict
Yes: Bilbo, Birthday Celebrant can lead a complete, legal 100-card casual Commander deck for $23.62 at the dated prices below. This is a patient table deck. It gains life in small repeated events, turns Food into cards, counters, fliers, or damage, and sometimes reaches Bilbo’s storybook 111-life threshold.
Expect low-to-mid casual power. Theory says it belongs with slow precons and inexpensive battlecruiser lists, not optimized combo or high-power tables. Its likely wins come from accumulated drain or combat after several setup turns; the 111-life activation is a spectacular backup, not a promise. No games were played for this list.
Why Bilbo and “eleventy-one” win at this budget
Bilbo costs only three mana and adds one to every life-gain event. That wording rewards inexpensive commons that gain just one life:
- An Impassioned Orator trigger gains two with Bilbo.
- A Food normally gains three; Bilbo makes it four. Angel of Vitality alongside Bilbo makes it five.
- Pristine Talisman taps for mana and turns its one-life rider into two.
- Recumbent Bliss, Dogged Pursuit, and Moldervine Reclamation keep producing separate events rather than asking for one expensive bomb.
That is exactly where a $25 restriction helps the idea rather than merely hurting it: bulk life-gain cards become twice as efficient at climbing from 40 toward 111. Meanwhile Dina, Soul Steeper; Marauding Blight-Priest; Mirkwood Bats; Gollum, Obsessed Stalker; and Vizkopa Guildmage turn the setup into a clock.
Bilbo’s five-mana, tap-and-exile ability can be activated only at 111 or more life. If it resolves, it puts any number of creature cards from the library onto the battlefield. Fetching the remaining “another creature enters” engines-Daxos, Impassioned Orator, Lunarch Veteran, and Prosperous Innkeeper-alongside Dina and Marauding Blight-Priest creates many separate gain-and-drain triggers. That creature dump should usually end a casual game, but reaching 111 and untapping with Bilbo are deliberate obstacles.
The Hobbit standard-and the honest compromise
This is Hobbit-centered, not a scene-for-scene adaptation of the 1937 novel. Bilbo is the commander; the list uses Food, a birthday feast, the Shire, Gollum, Mirkwood, Treebeard, Bill, Butterbur, and a large fellowship of Halflings. Twenty-six final cards use LTR/LTC printings. Playing it should feel like feeding small travelers until an improbable company becomes dangerous.
The compromise is chronological, mechanical, and occasionally visual. Frodo, Sam, Merry, Pippin, Rosie, and other characters come from the wider The Lord of the Rings story and its Magic releases, not strictly from the events of The Hobbit. Cards outside LOTR products supply affordable fixing, interaction, sweepers, and redundant life-gain triggers. Because the ledger follows the cheapest eligible product, a few support-card printings come from unrelated crossover sets (for example, the selected Sol Ring and Cultivate); their mechanics belong here, but their artwork may not match. Readers who prioritize a completely cohesive visual theme should choose a traditional reprint and recalculate. Expensive on-theme cards such as The Gaffer, Elanor Gardner, and The Shire are upgrades rather than excuses to break the cap.
Price and printing method
Price timestamp: Scryfall snapshot retrieved 2026-08-23 23:02:14 UTC, with Scryfall updated_at 2026-08-23 21:05:24.281 UTC. The current official metadata exposed a gzipped JSONL object; it was downloaded once and converted locally to a nonempty JSON array. For each exact card name, I enumerated the snapshot’s printings and retained only English, paper, nonfoil, nonpromo, non-digital, non-oversized normal card products with (a) a non-null prices.usd, (b) a TCGplayer product ID, and (c) a sensible non-memorabilia/non-token set. The table uses the lowest USD value among those eligible printings. The List printings were accepted where they were the low option because they are official English nonfoil, nonpromo paper cards with dedicated TCGplayer products; those listings deserve extra stock-depth scrutiny.
Scryfall’s dated prices.usd is the reproducible TCGplayer-linked benchmark-not a locked cart quote. The source does not expose seller quantity or condition in bulk, so automation cannot prove that every low listing remains LP/NM at checkout. No damaged-only product was intentionally selected, but buyers should spot-check playable-condition stock. Shipping and tax are excluded as required; ordinary Plains, Swamps, and Forests are overridden to $0. Price volatility and seller fragmentation can move a real basket.

Opening hands and mulligans
Keep
A strong seven has:
- Three lands with a credible path to white, black, and green by turn three or four;
- One ramp/fixing play (Sol Ring, Arcane Signet, Wayfarer’s Bauble, Letter of Acceptance, Farseek, Cultivate, or Many Partings); and
- One engine plus one payoff or answer-for example, Impassioned Orator plus Banquet Guests, or Samwise Gamgee plus Mirkwood Bats.
Two lands are keepable only with cheap fixing/ramp and at least two relevant colors. A green source plus Farseek/Many Partings is useful, but remember that Farseek can find a basic Plains or Swamp here, not a Forest. Three lands, a two-drop, Bilbo, and interaction is the uncomplicated ideal.
Mulligan
Ship zero- or one-land hands; five-or-more-land hands without card selection; hands that cannot reasonably produce all three Bilbo colors; and “all payoff, no trigger” hands. A hand of giant growers without Food or repeated life gain does nothing. This commander does not supply routine card advantage, so do not keep seven cards that rely on the top of the deck to become functional.
Sequencing the adventure
Early game: establish colors, then make each crumb count
- On turn one, use a tapped dual/fetch, Many Partings, or Wayfarer’s Bauble rather than losing tempo later.
- On turn two, prioritize a life engine or fixing. Daxos, Impassioned Orator, Prosperous Innkeeper, Arcane Signet, and Samwise Gamgee are premium starts.
- Cast Bilbo when at least one gain trigger is ready. If Impassioned Orator is already in play, Bilbo entering causes the Orator trigger; Bilbo is on the battlefield when that trigger resolves, so one becomes two.
- Do not automatically eat every Food. One token may be removal through Shire Shirriff, recursion through Samwise Gamgee, a card through Peregrin Took, or damage through Lobelia and Mirkwood Bats.
Midgame: pair one engine with one conversion piece
Build two-card modules instead of emptying the hand. Good pairs include Sam plus Peregrin, Food plus Gwaihir, life gain plus Vizkopa Guildmage, and any token maker plus Rosie Cotton. Keep mana for Generous Gift, Mortify, or Samwise the Stouthearted. Two payoffs are enough to demand an answer; the third can wait until after a sweeper.
Food timing matters. With Bilbo, one Food gains four and therefore satisfies both Griffin Aerie and Gwaihir. Griffin Aerie checks only at your end step. Gwaihir checks at each end step, so sacrificing a Food during each opponent’s turn can make as many as three Birds before your next turn in a four-player game. Sam, Loyal Attendant reduces each Food activation from two mana to one.
Late game: convert, do not merely survive
- Activate Vizkopa Guildmage’s second ability before a large sequence of Food sacrifices or a major life-gain spell; every subsequent gain that turn makes each opponent lose that much.
- Use Gollum’s skulk to tag different opponents. While Gollum remains to trigger, every tagged opponent loses life equal to the life you gained that turn at your end step.
- Put Light of Promise on an evasive creature when possible. Treebeard can put counters on itself or another Halfling/Treefolk, turning every gain into combat power.
- If you reach 111 with an untapped, non-summoning-sick Bilbo and five mana, activate before exposing the threshold to a full turn cycle. The ability exiles Bilbo as a cost; the fetched creature package must finish without his replacement effect.
Win conditions
Primary: gain-and-drain attrition
Dina, Marauding Blight-Priest, Mirkwood Bats, Lobelia, Dogged Pursuit, Ill-Gotten Inheritance, Gollum, and Vizkopa Guildmage attack life totals without requiring three clean combat steps. Mirkwood Bats is especially important: Samwise/Peregrin Food creation drains on the way in, then Food sacrifice drains again on the way out.
Primary: tall and wide combat
Ajani’s Pridemate, Bloodthirsty Aerialist, Trelasarra, Treebeard, Light of Promise, and Banquet Guests become large. Rosie and Saradoc build a small-creature board; Griffin Aerie and Gwaihir move the kill into the air. Banquet Guests can use spare Food to become indestructible, making it the most reliable ground finisher.
Backup: Bilbo’s 111-life birthday
Food, creature-entry triggers, recurring enchantments, and Paradise Plume can eventually supply the 71 life needed from the starting 40. The activation then finds every creature left in the deck. Simultaneous entry engines generate a cascade of life triggers; Dina and Marauding Blight-Priest convert those triggers into table-wide loss. This is the headline ending, but it is intentionally slower and more disruptable than the ordinary plans.
Nine interactions that matter
- Sam, Loyal Attendant + Peregrin Took: Sam’s combat trigger would create one Food; Peregrin makes it two. Sam also makes each Food cost one mana to cash in.
- Samwise Gamgee + cheap creatures: every other nontoken creature brings Food. Three Foods can recover a legendary or artifact-the deck has many historic targets.
- Rosie Cotton + Peregrin/Saradoc/Samwise: every created token grows another creature. Extra Food is not decorative; it adds another counter trigger.
- Mirkwood Bats + Food: every created Food drains each opponent once, and every sacrificed Food drains again.
- Gwaihir/Griffin Aerie + Bilbo Food: one Food gains four, meeting both gain thresholds. Time Gwaihir’s triggers on other players’ turns.
- Treebeard + repeated one-life triggers: Bilbo makes each one worth two counters. Treebeard may target itself because it is a Treefolk.
- Bill the Pony + high toughness: sacrificing Food lets a creature assign combat damage with toughness. Daxos, Treebeard, or a counter-loaded creature can exploit that option.
- Dusk // Dawn: Dusk often kills opposing large creatures while sparing this deck’s low printed powers. Dawn returns most two-power-or-less engines from the graveyard to hand.
- Fumigate rules nuance: it gains one lump sum equal to creatures destroyed, so Bilbo adds only one to that total-not one per creature. Moldervine Reclamation, by contrast, triggers separately for each of your creatures that dies.
Theory-based matchup guide
No games were played. These are construction-based expectations.
Best against
- Slow creature battlecruiser: repeated life buys setup time, Fumigate/Dusk reset large boards, and the deck eventually goes over ground combat with counters and fliers.
- Ground-based go-wide decks: life cushions chip damage, Treebeard makes oversized blockers, and the two sweepers can reverse a race.
- Spot-removal-heavy casual decks: the list has redundant small engines rather than one indispensable noncommander permanent; Samwise the Stouthearted, Revive the Shire, Dawn, and Samwise Gamgee can recover value.
- Other fair attrition decks: Moldervine Reclamation, Dawn of Hope, Food, and the recursion package let spent creatures and tokens become cards or life.
Weak against
- Fast combo and spell-based engines: this list presents a slow clock and has no stack interaction or Rule of Law effect.
- Lifegain denial/reversal: “you can’t gain life” and Tainted Remedy-style effects turn off the commander and most payoffs. Remove those before ordinary value pieces.
- Flying or commander-damage pressure: early blockers are small and much of the life total does not protect against 21 commander damage.
- Repeated exile sweepers: Dawn and Revive cannot recover exiled boards, and the deck cannot quickly redeploy after multiple wipes.
- Fast graveyard decks: Honored Heirloom and Return to Nature are only two pieces of graveyard interaction.
- Punishing artifact hate: Food is an artifact. A sweeper that clears artifacts can erase stored life, cards, and finishing damage at once.
Threat assessment and recovery
Kill effects that stop life gain before flashy attackers. A Gríma Wormtongue-type static effect, Tainted Remedy, token shutdown, or an imminent combo engine outranks a medium combat threat. Save Generous Gift for a permanent Mortify cannot hit; use Return to Nature on a graveyard card only when that card matters more than a future artifact/enchantment.
Do not expose all of Dina, Marauding Blight-Priest, Mirkwood Bats, and Vizkopa Guildmage together. One conversion piece plus one source is pressure. Hold another. Likewise, bank a Food when Shire Shirriff or Samwise Gamgee could turn it into recovery.
After a destroy sweeper, let Moldervine Reclamation triggers pay you, cast Dawn to return low-power creatures, or use Revive the Shire on the best permanent. Samwise the Stouthearted must be used in the same turn the permanent went from battlefield to graveyard. After exile, rebuild from cheap engines and favor Dawn of Hope activations over a premature all-in board. Bilbo costs five after one commander tax and remains castable; after multiple removals, treat him as optional and win through the 99.
Prioritized upgrades when the cap is relaxed
Prices use the same 2026-08-23 snapshot. “Total” means the base deck with only that one suggested swap, not cumulative upgrades. Well of Lost Dreams technically stays below $25 at the observed prices, but it consumes almost the entire safety margin and loses Golden Egg’s Food flavor.

Price volatility and buying caveats
The $1.38 buffer is real in the snapshot but not enormous. The most volatile pressure points are Treebeard ($1.89), Mirkwood Bats ($1.59), Sol Ring ($1.38), and Samwise Gamgee ($0.94). Together they are $5.80-almost one quarter of the deck. Low-price The List products can also have shallower inventory than mass-set commons. There were no unavailable price fields in the selected list, but availability was not the same thing as stock depth.
before buying, open the selected product links, select English nonfoil LP/NM or otherwise playable copies, and re-add all 73 nonbasic cards. If the sum crosses $25, use the substitution table rather than silently changing conditions, using foil-only bargains, or omitting the commander. Shipping and tax remain outside this article’s claim.
