Verdict: a real deck, not just a flavor pile
Verdict: Priced at $92.79, with a meaningful $7.21 cushion under the hard $100 card-price cap. This is a synergistic strong-casual deck-roughly a 6/10, aimed at precon-to-upgraded tables rather than cEDH. Under Wizards’ optional beta bracket language, its construction most closely resembles Core/low-Upgraded play: it has no Game Changers, general-purpose card tutors, extra turns, mass land denial, or intentional infinite combo. Have the normal pregame conversation rather than treating a bracket as a power guarantee.[1]
Frodo and Sam turn “second breakfast” into an engine. Sam, Loyal Attendant guarantees a Food at the beginning of each of your combats and reduces a Food’s activation by one mana. That Food gains exactly the three life Frodo, Adventurous Hobbit checks for. Because Sam’s trigger happens before attackers are declared, the clean line is to make the Food, pay one and sacrifice it, then attack with Frodo. The first successful attack appoints a Ring-bearer; the second can start drawing cards.
That reliable command-zone loop is why this commander pair wins the budget decision. The deck does not need to buy a separate engine before it functions, and Abzan colors open the best official Halflings, Food payoffs, recursion, removal, and board wipes.
Important power expectation: the list is resilient and cohesive, but it is not fast combo. It normally begins generating repeatable value around turns four to six and closes through token-drain or a large combat step. Fast spell-based combo and heavy artifact suppression are bad pairings.
What counts as “The Hobbit” here?
This is a Hobbit-centered Shire/Food/Ring deck, not a scene-by-scene adaptation of the 1937 novel. That distinction matters. The final 88 nonbasic cards include 35 designs that originated in The Lord of the Rings: Tales of Middle-earth or its Commander release; 27 of the 32 commanders/creatures are Middle-earth designs, and 21 creatures are Halflings. Bilbo, Bill the Pony, Gollum, Treebeard, repeated meals, the Shire, and small heroes carrying the Ring make the flavor legible at the table.
The honest compromise is that Frodo, Sam, and several Shire folk belong to the later Middle-earth story, while Academy Manufactor, Cauldron Familiar, token-drain pieces, efficient interaction, and parts of the mana base are non-LOTR support. Those cards are present only where a 100-card singleton deck needs ramp, cards, protection, removal, or a credible finish. The selected price anchor for a generic support card may also be a cheaper non-Middle-earth reprint; selected printing does not change the deck’s theme or legality.
Budget and pricing rules
Prices below use Scryfall’s dated Default Cards bulk export updated 2026-08-23 21:05:24 UTC and retrieved 2026-08-23 23:02:14 UTC.[4][7] Scryfall documents that card objects contain daily prices, that bulk prices become dangerously stale after 24 hours, and that its TCGplayer figure is TCGplayer Market, not TCGplayer Low/Mid/High.[4][5][6]
Method, fixed before totaling:
- English, paper, nonfoil printings only; normal playable cards, not promos, Secret Lairs, List cards, gold/silver borders, or special showcase/extended-art treatments.
- For each nonbasic, select the lowest-priced ordinary mass-market printing with a non-null USD value, TCGplayer product ID, and marketplace destination. This is a reproducible proxy for a broadly available LP/NM playable copy-not a guaranteed one-seller cart.
- One disclosed flavor exception: regular LTR #176 Many Partings at $0.31 was used instead of the $0.22 regular TLE reprint, a $0.09 premium that keeps the named Hobbit scene in its original Middle-earth treatment.
- Ordinary Forest, Plains, and Swamp cost $0 as required. The table still gives one direct link per type, using ordinary LTR treatments.
- Shipping and tax are excluded. Every other card, both commanders, and every nonbasic land are included.
- No price was unavailable. TCGplayer inventory and card condition are not exposed by this bulk data, so the $7.21 cushion is intentional and recheck a live cart or listing before buying.
Arithmetic: $0.72 commanders + $52.33 creatures + $7.99 artifacts + $7.28 enchantments + $10.54 instants + $1.96 sorceries + $11.97 lands = $92.79. Therefore, $100.00 − $92.79 = $7.21 remaining.

Opening hand and mulligan guide
Both commanders start in the command zone, so an opening hand should supply mana and support-not redundant setup.
Keep:
- Three lands that collectively produce white, black, and green, with white-black available for turn-two Frodo and green-white available for turn-three Sam.
- Two lands plus Arcane Signet, Farseek, Many Partings, or an equivalent credible route to the third color. A two-land Sol Ring hand is not automatically keepable: Sol Ring accelerates but does not cast either commander without colored sources.
- Three or four lands plus one engine or bridge card such as Trail of Crumbs, The Gaffer, Merry, Peregrin Took, Call of the Ring, or an early Food creature.
- A slower hand with Ash Barrens or a fetch land if it can guarantee the missing commander color.
Mulligan:
- Zero or one land; five or more lands without card selection; or two lands with no ramp/fixing.
- Hands that cannot reasonably produce white and black by turn two or three. Frodo is cheap, but
{W}{B}is exacting. - All-payoff hands-Mirkwood Bats, Nadier’s Nightblade, Banquet Guests-with no stable mana. Sam supplies Food eventually, but a hand that cannot cast Sam is not functional.
- Reactive hands with several removal spells but no development. This deck wins by building a small engine, not by playing draw-go.
The free Commander mulligan makes a disciplined redraw worthwhile. A functional three-color hand is more valuable than keeping one exciting six-drop.
How to sequence the deck
Early game: leave the front door with the right colors
- Turn one: play a tapped dual/fetch land when possible. Map the next two land drops so Frodo’s
{W}{B}and Sam’s{1}{G}{W}are both available. - Turn two: cast Frodo if the colors line up. If not, fix with Farseek or Many Partings rather than strand a commander.
- Turn three: cast Sam. His beginning-of-combat trigger happens that turn, but after spending three mana there may be nothing left to activate the new Food; that is fine.
- Turn four: let Sam create Food at beginning of combat. Before declare attackers, use Sam’s discount to pay one, tap and sacrifice a Food, gain three, then attack with Frodo. Make Frodo the Ring-bearer on the first temptation. Repeat next turn to reach the second temptation and begin drawing.
Against open removal, do not donate a key engine to an obvious answer. Sam is the more important commander when the hand contains Food payoffs; Frodo is the value clock. Commander tax remains independent for the two partners under the partner rules.[2]
Midgame: convert meals into cards, mana, and reach
- Play a payoff before cashing in Food when practical. Mirkwood Bats, Nadier’s Nightblade, Dina, Agent of the Iron Throne (with a commander on the battlefield), The Gaffer, Trail of Crumbs, Elanor Gardner, and Treebeard all reward different parts of the same action.
- Keep at least one Food available when an opponent could force combat or when Frodo needs his attack trigger. Do not sacrifice every token just because mana is open.
- If Merry or Pippin enters while the other is still in the library, its “partner with” trigger can find the other. Merry converts the first artifact arrival each turn into a lifelink Soldier; Pippin makes Food and later turns four Foods into a team-wide
+3/+3and haste finish. - With Academy Manufactor, one Food event becomes a Food, Clue, and Treasure. With Peregrin Took as well, apply Peregrin’s replacement first and Manufactor’s replacement to the two Foods to create two of each token. That is six creation triggers for Mirkwood Bats, not merely extra pantry decoration.
- Use Samwise Gamgee-the creature in the 99, not the commander-to exchange three Foods for a historic card from the graveyard. Samwise the Stouthearted and Revive the Shire provide less expensive one-shot recovery.
- Hold Clever Concealment when the table signals a wipe. Convoke lets a developed creature board help phase out the nonland permanents that matter.
Late game: stop hoarding and close
Food is a resource, not a score. Once the deck has assembled reach, calculate a lethal turn rather than gaining three life forever.
- Night of the Sweets’ Revenge turns Foods into green mana during setup, then gives the creature team
+X/+X, where X is the Foods still controlled. Do not sacrifice those Foods before activating it. - Pippin needs four Foods and a tap at sorcery speed; plan a turn ahead, then give newly made Soldiers/Halflings haste and
+3/+3. - Farmer Cotton goes wide, while Treebeard, Feasting Hobbit, Banquet Guests, Rosie Cotton, and Tough Cookie go tall.
- If combat is clogged, pivot to Mirkwood Bats/Lobelia/Nadier/Agent/Dina drains. Clues and Treasures count as tokens too.
- If one opponent is clearly ahead and shields the ground, develop the alternate Frodo, Sauron’s Bane line rather than spreading damage evenly.
Win conditions
Primary: token creation and sacrifice drain
Mirkwood Bats is the cleanest closer because it triggers when a token is created or sacrificed. Nadier’s Nightblade triggers whenever a token leaves; Agent of the Iron Throne makes each artifact or creature going to the graveyard drain the table while either commander is in play; Dina drains again when Food or Nightblade gains life; Lobelia sacrifices spare artifacts for a two-point drain mode.
The ceiling is substantial without an infinite loop. With Mirkwood Bats, Nadier’s Nightblade, Agent, Dina, and a commander in play, activating an ordinary Food can cost each opponent five life in separate triggers: one each from Bats, Nightblade, and Agent, then one Dina trigger from Nightblade’s life gain and one from the Food’s life gain. That board is fragile and should be treated as a finisher, not an assumed baseline.
Primary backup: oversized Hobbits and a Shire-wide attack
Treebeard puts three counters on a target Halfling or Treefolk every time a normal Food gains three life. Bilbo turns that into four. Feasting Hobbit devours Foods for three counters apiece and becomes hard to block; Banquet Guests uses Food affinity and trample; Rosie grows another creature whenever a token is created. Pippin or Night of the Sweets’ Revenge turns the wide board into a decisive combat step.
Alternate: Frodo, Sauron’s Bane
Call of the Ring, Gollum, Patient Plotter, Samwise the Stouthearted, and commander Frodo can reach four temptations. Transform Frodo, Sauron’s Bane from Citizen to Scout and then Rogue; once the Ring has tempted four times, combat damage from that Frodo makes the damaged player lose. The Ring’s first ability helps a low-power bearer slip past larger blockers, but removal or a small blocker can still stop the hit-clear the way first.
Situational backup: Gollum and the 111-life dream
Gollum, Obsessed Stalker can tag opponents early with skulk, then make each tagged opponent lose life equal to the life gained that turn. Bilbo’s 111-life activation is included for flavor and a very long-game ceiling, not presented as a reliable plan.
Key interactions worth remembering
- Sam + commander Frodo: make Food at beginning of combat, sacrifice it for one mana, then attack to tempt and eventually draw.
- Academy Manufactor + Peregrin Took: order replacement effects for two Foods, two Clues, and two Treasures from an original one-Food event.
- Mirkwood Bats + Manufactor: the three tokens from one event cause three Bats triggers; every later token sacrifice adds another.
- Merry + any Food entering: once each turn, make a 1/1 lifelink Soldier. Sam supplies the event without another card.
- Pippin + four Foods: a sorcery-speed
+3/+3and haste anthem for the rest of the team; this is a genuine finisher. - Treebeard + Food: three life means three counters; Bilbo’s replacement raises both the life and counters to four.
- Elanor + Food sacrifice: sacrifice a Food on the turn she enters and the end-step trigger ramps a basic directly to the battlefield.
- Candy Trail + Sam: Sam reduces Candy Trail’s Food activation from two mana to one; the activation gains three and draws.
- Samwise Gamgee + three Foods: recover a legendary permanent, artifact, or Saga. Academy’s token multiplication makes the three-Food cost realistic.
- Dusk // Dawn: Dusk often removes opposing large bodies while sparing small Halflings; after a wipe, Dawn returns many printed-power-two-or-less creatures to hand.
No Scurry Oak or other deliberate Rosie Cotton infinite loop is included. The deck wins through accumulated value and finite drain/combat turns.
Matchups (theory-based; no games played)
Where construction suggests it performs best
- Creature midrange and combat decks: Food buffers life, the deck produces expendable bodies, Pippin/Night can break stalls, and Austere Command plus Dusk // Dawn reset larger boards.
- Spot-removal-heavy value decks: both commanders are inexpensive; 30 creatures provide redundancy; Food often survives creature removal; Samwise the Stouthearted, Samwise Gamgee, Revive the Shire, Moldervine Reclamation, and Dawn rebuild.
- Slow artifact/token decks: this list can profit from its tokens sooner. Mirkwood Bats and Lobelia give reach without needing favorable combat, while Anguished Unmaking and Generous Gift answer a must-kill engine.
- Ground-based go-tall strategies: Ring-bearer evasion, Feasting Hobbit’s blocking restriction, exile removal, chump bodies, and life gain buy time.
Where construction suggests it is weak
- Fast combo and spell-based engines: there is no counterspell layer and the clock is usually slower than optimized combo. Pressure the combo player and save flexible removal for on-board engines.
- Artifact shutdown: Collector Ouphe, Stony Silence, Null Rod, Karn, the Great Creator, and Yasharn-style sacrifice restrictions attack the command-zone plan. Treat them as priority threats.
- Exile wipes: Farewell and similar effects bypass graveyard recovery and indestructible. Clever Concealment is the best answer; do not tap every creature if an exile wipe is telegraphed.
- Repeated graveyard exile: it weakens both Samwise cards, Revive, Dawn, and Gollum. Bojuka Bog is the deck’s only dedicated graveyard attack, so opposing graveyard combo also demands timely removal and table cooperation.
- Evasive go-wide boards: Mirkwood Bats is the only natural flier. Life gain buys turns, but a large flying army may force an early Austere Command.
- Tempo and land pressure: the affordable three-color mana base uses several tapped lands. Repeated bounce, land destruction, or commander tax can move the engine back multiple turns.
Threat assessment and recovery
Remove immediately: effects that stop artifact activations or sacrifices, repeatable token doublers in a faster deck, a graveyard combo about to resolve, or an engine that will win before this deck’s next combat. Do not spend Anguished Unmaking on a harmless value creature while Stony Silence remains on the table.
Protect first: Sam when Food supply is low; Mirkwood Bats when drain is the viable finish; Academy Manufactor when it will untap with Peregrin; and Pippin/Night only when their next activation is plausibly lethal. Frodo drawing one card is valuable but not always the table’s most important permanent.
Recover deliberately:
- Leave Foods on the battlefield through ordinary creature wipes, then cast a payoff after the reset.
- Use Clever Concealment before an exile wipe; use Your Temple Is Under Attack when indestructible is enough or two cards are better.
- Flash Samwise the Stouthearted after a key permanent dies that turn. Revive the Shire handles any permanent later and supplies Food.
- Dusk // Dawn is the best recovery spell when opponents’ large creatures must die. Counters disappear in the graveyard, so Dawn can recover many creatures that had grown beyond two power on the battlefield.
- With Austere Command, choose modes that preserve artifacts when Food is the recovery reserve. The enchantment and mana-value-four-or-greater modes often spare the small-creature/Food core.
- Do not rebuild all 30 creatures into the next telegraphed wipe. One token maker, one payoff, and the two commanders can be enough pressure.

Rules and legality
Wizards’ Commander page states the 100-card/singleton/color-identity fundamentals.[1] The effective August 7, 2026 Comprehensive Rules resolve the two-commander detail more precisely:
- 702.124a: partner abilities allow two designated legendary cards as commanders.
- 702.124b: the deck remains exactly 100 cards including both commanders.
- 702.124c: their color identities combine.
- 903.4 and 903.5: define color identity, exact size, singleton construction, and permitted card identities.[2]
Frodo’s identity is white-black and Sam’s is green-white, producing combined black-green-white (Abzan) identity. Every card’s Scryfall color_identity is a subset of BGW. Both commanders have reciprocal “partner with” text. All 91 distinct names report legalities.commander = legal in the dated Scryfall card objects.[5][7]
The official Commander banned section was accessed 2026-08-23 and compared against every deck name.[3] Its 42 individually named bans at access time were: Ancestral Recall; Balance; Black Lotus; Chaos Orb; Channel; Dockside Extortionist; Emrakul, the Aeons Torn; Erayo, Soratami Ascendant; Falling Star; Fastbond; Flash; Golos, Tireless Pilgrim; Griselbrand; Hullbreacher; Iona, Shield of Emeria; Karakas; Jeweled Lotus; Leovold, Emissary of Trest; Library of Alexandria; Limited Resources; Mana Crypt; Mox Emerald; Mox Jet; Mox Pearl; Mox Ruby; Mox Sapphire; Nadu, Winged Wisdom; Paradox Engine; Primeval Titan; Prophet of Kruphix; Recurring Nightmare; Rofellos, Llanowar Emissary; Shahrazad; Sundering Titan; Sylvan Primordial; Time Vault; Time Walk; Tinker; Tolarian Academy; Trade Secrets; Upheaval; and Yawgmoth’s Bargain. The page also bans Conspiracies, ante cards, the listed offensive cards, and Lutri, the Spellchaser only as a companion. No deck card overlaps any named or categorical ban.
The Game Changer field was also false for every selected card. Game Changer status is a matchmaking signal, not a legality rule.[1]
Price and link limitations
All 91 distinct table URLs passed structural automation: HTTPS, www.tcgplayer.com, /product/<id>, exact equality between <id> and Scryfall tcgplayer_id, and no affiliate/UTM/sub-ID parameter. A browser spot-check loaded Frodo product 498470 and TCGplayer added its English-language view. Fetching every dynamic merchant listing was not feasible without risking merchant bot/rate controls; structural product validation and the official purchase destination were used instead.
The seven largest volatile anchors are Lotho ($10.99), Academy Manufactor ($7.71), The Gaffer ($6.97), Elanor Gardner ($5.92), Call of the Ring ($4.40), The Shire ($4.32), and Clever Concealment ($4.19). A combined increase above $7.21 breaks the cap. TCGplayer Market is a recent market estimate, not a guaranteed offer in a specified condition or a delivered cart price.[4][6] No unavailable/null price was hidden.
